The Canadian Council for Indigenous Business (CCIB) administers the Partnership Accreditation in Indigenous Relations (PAIR) program, originally launched in 2001 as Progressive Aboriginal Relations (PAR), which is the most developed framework in Canada for structured, externally verified, publicly communicated corporate reconciliation performance. PAIR certification assesses participating organizations at Bronze, Silver, or Gold levels across four performance areas—Leadership Actions, Employment, Business Development, and Community Relationships—through an independent third-party verification process and an independent jury of Indigenous business leaders. Thirty companies received PAIR certification in the November 2024 Indigenous Relations Forum & PAIR Awards cycle, and the program has built up a roster of certified organizations across more than two decades.
Truth and Reconciliation Commission Call to Action 92 is the underlying national framework, calling on the corporate sector to adopt the UNDRIP as a reconciliation framework. Beyond 94, an interactive public tracker launched by CBC in 2018, monitors implementation of all 94 TRC Calls to Action, and the Yellowhead Institute published an annual Calls to Action Accountability report from 2019 to 2023, with Indigenous Watchdog providing a third independent tracking source. Corporate and regulatory Reconciliation Action Plans, such as the TELUS Indigenous Reconciliation Action Plan (launched 2021, now in Year 4) and the Ontario Securities Commission’s Action Plan for Truth and Reconciliation (2025), represent sector-specific examples. The Canadian Reconciliation Barometer, developed by Starzyk and colleagues (2024), provides a psychometrically validated tool for measuring reconciliation progress across 13 factors.
