Call on all levels of government to work with Indigenous leaders on a strategy to collaborate on devolution and /or co-management of economic development delivery models, developing Indigenous capacity and Indigenous-led economic institutions.

Active Status

The status is Active (Partial). Responsive activity exists through devolved federal delivery of the Aboriginal Entrepreneurship Program through NACCA and Indigenous Financial Institutions, Indigenous-led capacity-building within the IFI network, First Nations land-management transfer mechanisms, and First Nations fiscal institutions that support economic development, financial administration, local revenues, and infrastructure financing. The First Nations Financial Management Board’s RoadMap project also offers an Indigenous-led strategy for expanded First Nations jurisdiction, institutional capacity, fiscal powers, and clearer service responsibilities across governments. However, the evidence does not show a single coordinated strategy involving all levels of government and Indigenous leaders for devolution or co-management of economic development delivery models. Most activity is federal, program-specific, or First Nations-focused, so implementation is active only in part.
