The status is Active (Partial). Responsive activity exists through devolved federal delivery of the Aboriginal Entrepreneurship Program: Access to Capital, Indigenous-led administration by NACCA, the national Indigenous Financial Institutions network, western Indigenous Business Development Services, and selected provincial delivery models such as British Columbia’s First Citizens Fund Business Loan Program. ISC’s evaluation of the Indigenous Entrepreneurship and Business Development Program confirms that the Access to Capital transfer from ISC to NACCA and Métis Capital Corporations improved cultural relevance and supported Indigenous entrepreneurs, but also states that the transfer did not include full control over program design, administration, expected outcomes, or reporting frameworks. The evidence shows meaningful devolved or Indigenous-administered service delivery, but not a comprehensive model across all federal and provincial governments. Implementation is therefore active only in part.
