Call #89 is a finance-governance Call in the Revenue Sources section of the National Indigenous Economic Strategy. It focuses on modernizing trust agreements and other revenue-generating agreements so that Indigenous communities have more sustainable long-term financial arrangements, reliable revenue streams, and greater flexibility to make decisions according to their own priorities. In Canadian practice, this work is often described through terms such as First Nation moneys, capital moneys, revenue moneys, trust moneys, moneys management, financial codes, payment agreements, local revenues, other revenues, own-source revenues, and resource revenue sharing. The strongest evidence comes from federal and First Nations-led finance mechanisms, together with provincial and First Nations revenue-sharing agreements.
The status is Active because Canada has established and implemented mechanisms that respond to the Call as written. These include tools that transfer or increase First Nation control over capital and revenue moneys, support modern financial administration, enable pooled borrowing secured by revenue streams, and create resource revenue-sharing arrangements that communities can use for local priorities. The current activity remains fragmented, opt-in, and uneven across jurisdictions and communities. However, existing Canadian activity is directly responsive, and scaling, coordinating, refining, and expanding these mechanisms could satisfy the Call’s objectives of long-term sustainability, revenue generation, and flexible community decision-making.
