Call to Action #90

Research and action the mechanisms that will stimulate Indigenous economic prosperity.

Active Status

Call #90 is broad, but its purpose is clear: governments and partners are asked to identify, research, and act on mechanisms that can stimulate Indigenous economic prosperity. The Call does not prescribe one specific tool, sector, program, funding stream, or delivery body. That makes the implementation test broader than whether one named program exists. The most relevant question is whether Canada has active research, policy, funding, or institutional mechanisms that are designed to increase Indigenous economic participation, access to capital, business growth, community readiness, or economic self-determination.

In current Canadian practice, the strongest evidence comes from Indigenous-led or Indigenous-governed economic institutions, supported by federal program records and applied policy work. These sources show both research activity and operating mechanisms that respond to the Call. Responsive activity includes Indigenous-led capital initiatives, loan-guarantee and lending supports, interdepartmental work on economic opportunity, community-readiness and capacity-building programs, and broader economic-reconciliation framework development. Together, these activities show that Canada is not only studying possible mechanisms but also using practical tools that can support Indigenous entrepreneurs, communities, and economic institutions.

The status is Active because existing Canadian activity could satisfy Call #90 if it were scaled, coordinated, refined, and more clearly reported. The main limitation is not the absence of responsive activity. Rather, the evidence suggests that current efforts remain uneven, fragmented, and spread across multiple institutions, programs, and policy areas. They are not yet clearly presented as a coordinated implementation regime for Call #90. Even so, because the Call is intentionally broad and allows more than one mechanism, the presence of active Canadian research, funding, lending, capital, and economic-reconciliation activity supports an Active status.
