Call #94 asks all levels of government to fund the establishment and maintenance of Indigenous procurement institution(s). It is focused on institutional funding and capacity; it does not itself require devolution of procurement processes, mandatory public-servant training, public reporting, a national verified-business database, or securities disclosure, which are addressed separately in nearby Calls #95–101. The strongest source categories are Indigenous-led organizational evidence showing procurement-support functions and funding agreements, and federal procurement sources identifying funding, modernization, and co-development activity.
The status is Active because responsive Canadian activity is identified, funded, and operating. Existing Indigenous-led and Indigenous-serving procurement organizations already perform functions that align with the Call, and federal procurement initiatives provide additional evidence of funded implementation activity. The main limitations concern scale, continuity, long-term maintenance funding, and coordination across governments rather than a structural absence of activity.
