Link government procurement targets to departmental and personal performance measures.

Call #98 is focused and practical: it asks governments to connect procurement targets to both departmental performance measures and personal performance measures. In Canadian practice, the strongest evidence is at the federal level, where the “mandatory minimum 5% Indigenous procurement target” is supported by departmental procurement frameworks, deputy-head responsibilities and exceptions, procurement plans, annual performance reporting, Departmental Plans, Departmental Results Reports, and contract-value formulas used to measure progress.

The status is Active (Partial). Canada has established and implemented departmental target-setting, planning, measurement, and reporting for federal departments and agencies. Justice Canada provides evidence of formal planning and monitoring, while Public Services and Procurement Canada provides evidence of results reporting. The Office of the Procurement Ombud also confirms that federal reporting systems are operating, while noting remaining accountability gaps. However, clear public evidence was not identified showing that Indigenous procurement targets are consistently built into personal performance agreements, performance awards, or individual objectives for deputy ministers, executives, or officials with delegated procurement authority. The most direct Indigenous business-organization source located treats that personal accountability link as a recommendation rather than a confirmed implemented practice.
