Call #103 is direct and specific: it calls for the creation of an Indigenous Export Development Corporation. This means the Call is not simply asking for more research on Indigenous exporters, more general business supports, or Indigenous participation in existing trade services. It is asking for a dedicated institution that could support Indigenous businesses to enter and grow in export markets. The strongest evidence that supports Call #103 comes from federal export-finance and trade-promotion institutions, especially Export Development Canada and the Trade Commissioner Service, and from Indigenous business-sector research and certification work led or co-produced by the Canadian Council for Indigenous Business.
The status is Active (Partial). Existing programs and institutions do support parts of Indigenous export development, and this activity could be scaled, coordinated, and better aligned with the Call. However, the reviewed evidence does not show that Canada has created a distinct Indigenous Export Development Corporation with its own mandate, governance, services, and accountability framework. The main gap is therefore institutional: Canada has related export supports, but not the dedicated corporation named in Call #103.
