The status is Active. Responsive activity exists because Indigenous Services Canada economic development elements are already being delivered through Indigenous organizations and institutions. The strongest evidence is the Aboriginal Entrepreneurship Program: Access to Capital, which ISC describes as devolved and administered by NACCA through Indigenous Financial Institutions and Métis Capital Corporations across Canada. NACCA confirms that it manages delivery functions for AEP products, including applications, claims, data, advocacy, needs assessment, research, and product development. ISC’s evaluation of the Indigenous Entrepreneurship and Business Development Program confirms that AEP sits within ISC economic development programming and that Access to Capital funds NACCA and Métis Capital Corporations to support Indigenous entrepreneurs through Indigenous-owned and controlled financial institutions. ISC’s 2025 annual report also reports active delivery through more than 50 Indigenous Financial Institutions and five Métis Capital Corporations. Additional evidence exists through First Nations land-management transfer mechanisms and the First Nations Land Management Resource Centre, which support First Nations in resuming control over lands, resources, and environment. The evidence does not show full devolution of every ISC economic development element, but the Call asks for devolution of ISC economic development elements, and implemented examples exist.
