The Call is multi-part rather than single-purpose: it requires an Indigenous Institute to be established and empowered; to collect and govern Indigenous data about population, businesses, lands, and resources; and to monitor and measure implementation of all Calls to Economic Prosperity.
The strongest direct evidence is the 2024 launch of the National Indigenous Economic Prosperity Institute (NIEPI), announced expressly as a response to Call #79 and described as dedicated to collecting and governing Indigenous data on the four named domains while monitoring and measuring implementation of the Calls. Strong supporting evidence comes from the First Nations Information Governance Centre (FNIGC) and the First Nations Data Governance Strategy, which show an established Indigenous-led Canadian data-governance infrastructure, but for First Nations data rather than a pan-Indigenous institute charged with NIES implementation monitoring.
The assigned status is Active (Partial). Responsive Canadian activity has been identified and established, and at least part of it is funded and operating. However, the public record does not yet show a fully institutionalized, nationally coordinated institute with published methodologies, accessible datasets, and reporting across all four domains–population, businesses, lands, and resources–for First Nations, Inuit, and Métis Peoples, while also routinely measuring every Call to Economic Prosperity.
