Call #81 is part of the Infrastructure pathway of the National Indigenous Economic Strategy, under the Financial Resources for Infrastructure section. It focuses on strengthening existing Indigenous financial institutions, economic development organizations, and sectoral organizations so they can build Indigenous economic capacity. The Call is practical and institution-focused. It does not ask Canada to create one new national body, a single implementation authority, or a specific infrastructure-finance tool. Instead, it recognizes that many Indigenous-led institutions and organizations already exist and should be enhanced so they can do more of the work needed to support Indigenous prosperity.
The strongest evidence comes from Indigenous-led Canadian institutions and organizations, supported by federal program and budget sources. Together, these sources show that Canada has ongoing, funded, and in some cases legally established activity that directly supports Indigenous financial institutions, economic development organizations, and sector-specific Indigenous capacity building. The status is Active due to existing Canadian activity that is responsive to Call #81. The main limitations are not the absence of activity, but uneven scale, coordination, distinctions-based coverage, and public measurement.
